TEA’s Division of College, Career and Military Preparation (CCMP) works to ensure that all Texas high school students have access to high-quality pathways to college or a career. This communication provides an update on the Class of 2022 College, Career or Military Readiness Outcomes Bonus (CCMR OB) funding and announces the release of the final Class of 2022 CCMR OB Counts reports. Ìý

Class of 2022 CCMR OB Listings, Reports, and Funding Timeline Ìý Ìý

The final Class of 2022 Annual Graduates CCMR OB Student Listings are now available in (TEAL) Accountability application. The final Class of 2022 CCMR OB Counts by District and explanatory resources are also now available on the Performance Reporting Resources webpage. Ìý

The final student listings and reports are an update to the previously released Early CCMR OB Counts by District 2022 Graduates file, announced in the College, Career, or Military Readiness Outcomes Bonus (CCMR OB) Funding Timeline and New Early Counts File To the Administrator Addressed Correspondence (TAA). Early counts were based on actual data for the graduating class; the last set of data from the Texas Higher Education Coordinating Board (THECB) has been processed, and these reports are now final.

The final 2022 CCMR OB Counts include: Ìý

  • Final data for graduates who met TSI criteria, earned associate degrees, and earned industry-based certifications (IBCs), Ìý
  • Data from the National Student Clearinghouse (NSC) for graduates who enrolled at a postsecondary institution immediately following high school, and Ìý
  • Data from the Texas Higher Education Coordinating Board (THECB) for postsecondary enrollment. Ìý

School year 2023–2024 CCMR OB funding in the District Planning Estimates (DPE) column of the Summary of Finances (SOF) reports reflected the early counts. These final counts will now be incorporated into the SOF reports to settle up fiscal year 2023–2024 CCMR OB funding. Settle up will take place in September when the DPE column is the basis for payments. The SOF reports will display the count of annual graduates in excess of the threshold percentages of 2022 annual graduates who demonstrated college, career, or military readiness.

The CCMR OB Thresholds are: Ìý

  • 11% of annual graduates who are Economically Disadvantaged Ìý
  • 24% of annual graduates who are Not Economically Disadvantaged Ìý
  • 0% of annual graduates who are enrolled in a Special Education program. Graduates who were enrolled in a special education program count towards either economically disadvantaged or non-economically disadvantaged in addition to the special education group.

Districts receive the following amounts for qualifying graduates that exceed the threshold performance set for each group:

Economically Disadvantaged  $5,000 
Non-Economically Disadvantaged  $3,000 
Special Education  $2,000 

Future CCMR OB Funding Timeline: 2023 CCMR OB Early Counts Available Before September Ìý

Future year CCMR OB funding will be based on early counts until final counts can be determined. Ìý

CCMR OB funding for the Class of 2023 will be paid out during the 2024–2025 fiscal year, which starts September 2024. Early counts for the Class of 2023 will be published as early as possible before September 2024 so that fiscal year 2024–2025 Legislative Payment Estimates (LPE) are based on early Class of 2023 counts rather than an estimate based on previous year data. DPE will be updated around April 2025 with final counts which will be used for near-final settle up. Ìý
